Title: Homeless Management Information System (HMIS) System Administrator

Reports To: Director of HMIS System Administration

Direct Reports: N/A

Status: Non-Exempt, Hourly, Full Time

Pay Range: $18 to $20 an hour

Position Summary:

The HMIS System Administrator will support the Kansas Balance of State's Homeless Management

Information System (HMIS) by providing technical support for end users of the Bitfocus Clarity

Human Services software. The HMIS System Administrator will ensure the agencies using the system have the support and resources necessary to enter, record, and report data as needed. The position is grant funded and contingent upon continued funding.

Responsibilities (include but not limited to the following):

  • Provide ongoing and intensive technical assistance to HMIS participating agencies.
  • Support the data and strategy needs of the Kansas Balance of State Continuum of Care and the Kansas Statewide Homeless Coalition.
  • Support implementation of HMIS Policies and Procedures within the KS BoS Regions and report needed policy revisions to supervisors.
  • Assist the Director of HMIS System Administration with federal and ad hoc reporting.
  • Respond to Help Desk Tickets in a timely manner.
  • Assist in creating, updating, and improving HMIS documents and policies such as training, policies and procedures, agreements, implementation/process documents, and HMIS records.
  • Offer referrals to training resources to support end-user success in the HMIS system and assist with new training when needed.
  • Assist with data quality planning, report generation,meeting administration, and monitoring.
  • Attend HMIS training opportunities recommended by leadership.
  • Collaborate with CES administrators consistently to maintain a smooth cooperation between the

HMIS and CES departments.

  • Assists in responding to community needs by researching/seeking information about HMIS features,

HUD requirements, and CoC guidance.

Knowledge, Skills & Abilities

  • Knowledge of homeless issues and concerns.
  • Knowledge of federal policy, program guidelines, documentation practices, and reporting procedures for HMIS is highly preferred.
  • Ability to establish professional and productive relationships and work cooperatively with individuals, groups, and organizations.
  • Strong written, verbal, and communication skills. Ability to communicate clearly.
  • Strong time management skills and the ability to multi-task and prioritize in a fast-paced environment, while exercising sound judgment.
  • Strong analytical skills and abilities.

Training & Experience

  • Bachelors' degree or an equivalent combination of applicable training and experience is required. Strongly prefer a degree in fields related to Policy, Public Administration,

Public Health, Business, Data Science, Information Technology, or Social


  • Minimum of 1 year of related experience, such as HMIS use, data analysis, database-related experience, providing technical assistance, and training to users or customers.
  • Proficient in software like Microsoft/Google suite, Zoom and familiar with Business Intelligence tools.


Job Type: Full-time

Pay: $18.00 - $20.00 per hour
