We are seeking a Employee Capital Specialist- Recruiting and Staffing for one of our client.

The Human Capital Specialist II (Recruitment and Staffing) position shall perform staffing and internal placement activities and assist in carrying out their authority to recruit and staff including, but not limited to:

1. Six (6) years of supporting Federal Human Resource programs, with three (3) years of experience directly related to performing federal recruitment and staffing duties such as recruitment under delegated examining and merit promotion procedures; processing multiple types of federal personnel actions; and providing training to junior level staff and/or customers on HR topics.

2. Applying advanced skills and knowledge of federal HR staffing processes.

3. Providing expert advisory services to managers and supervisors regarding recruitment and staffing, to include coding personnel actions for new appointments, temporary promotions, reassignments, pay adjustments, details, career ladder promotions, and other similar actions as outlined.

4. Developing recruitment and staffing related Standard Operating Procedures (SOPs).

5. Assisting office management in assessing the status, completeness, consistency, and accuracy of agency-wide position descriptions; defined competencies; organizational alignments; span of control; definitions of mission and function; and consistency of the application of these concepts in hiring and human capital management.

6. Developing vacancy announcements job analyses and applicant assessment tools to ensure theyinclude adequate content and weight factors to ensure the most qualified candidates are selected in the top candidate ranking and rating process.

7. Conducting qualifications review and analysis, preparing certificates from which management may select, extending formal job offers, and conducting onboarding activities.

8. Ensuring that all recruitment and staffing activities are handled in accordance with established agency policies and union agreements, U.S. Office of Personnel Management (OPM) requirements, and other required standards.

9. Researching different hiring practices and flexibilities that the organization can use to accelerate hiring and target top talent or suggests organizational reviews to determine the appropriate skill and position mix.

10. Planning, coordinating, and managing administrative assignments for various key executives and managers.

11. Maintaining documentation, updating databases, tracking hiring metrics and managing other data as appropriate.

13. Ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and/or technically advanced

14. Ability to work independently with minimal oversight and direction

15. Ability to communicate and work with others on information sharing, driving collection, and/or addressing analytic disputes and conflict resolution

Education:

Bachelor’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
